Russell bows out after steering scouts through pandemic and storms

Garth Russell, who recently demitted office as the chief commissioner of the Scout Association of Jamaica, says he is leaving with “a heart full of gratitude and deep respect”, though his six-year tenure was marked by crises such as the COVID-19 pandemic and hurricanes Beryl and Melissa.
According to Russell, the pandemic and the hurricanes not only tested the resolve of the movement but allowed scouts to practically demonstrate the Scout Law, which states that “a scout has courage in all difficulties”.
“This afternoon is both a humbling and emotional moment for me as I demit office as chief commissioner. I do so with a heart full of gratitude and deep respect for each of you,” said Russell while addressing the recent annual road parade and public meeting, which was held on the lawns of King’s House in St Andrew, as part of the activities to mark the 2026 Scout Week celebrations.
“Serving this association has been one of the greatest honours of my life. Your Excellency (Sir Patrick Allen, governor general and chief scout of Jamaica), I thank you for your trust and faith in me and for allowing me, for the past six years, to lead this association,” said Russell, who is the 10th chief commissioner to serve Jamaica’s 115-year-old scout movement.
“I am forever grateful for your encouragement and your commitment to our adult leaders.”
Russell also praised the adult leaders and volunteers for their unwavering dedication.
“You have given your time after long workdays, travelled in difficult conditions, sacrificed personal comfort, and stood firm during challenging seasons… . You did not walk away. You remained committed, and that speaks volumes about your character and about the strength of scouting in Jamaica,” he said.
CELEBRATING YOUTH MEMBERS
Russell also celebrated the achievements of youth members, who are integrating well into the movement.
“Your growth, your confidence, your discipline, your community service – these are the living proof that scouting works,” he said.
Turning to his successor, Kevin Richards, the new chief commissioner, he urged him to remain resolute and strong as he will face pressure along the way.
“Kevin, be courageous, because the role will test you. Be steadfast, because you will experience pressure. Be disciplined, because consistency will be your greatest ally. Remain humble, even when praised. Lead with both strength and your heart. Keep your heart and mind focused on the youth, because they are the future we are shaping,” he said.
Russell also emphasised the need to maintain scouting’s high standards, arguing that “our legacy was not built by mediocrity. It was built by hard work, sacrifice, and resilience. If we hold fast to discipline, excellence, and integrity, the next season will not merely be good; it will be exceptional, as the best days are not behind us. No, they are ahead of us”.
