No worksheet confirmation, NWC?

Persons purporting to be from the National Water Commission (NWC) attended my home Friday afternoon to install a new meter. I let them in and the new meter was installed. I was not required to sign a worksheet confirming satisfactory completion of the job.
If this is how the installation of new meters is being done, I think the system is open to corruption and strongly recommend that the management of the NWC take steps to properly control and account for the installation of the new meters.
