Handbooks can't fight crime

THE EDITOR, Sir:
What Jamaica needs is a comprehensive security plan to protect all Jamaicans, not just returning residents. Anyone who believes a handbook will prevent him or her from being murdered or robbed in their home is living on a different planet.
If the Government and other authorities are serious about crime in Jamaica, they need to come up with real solutions, not a handbook. How ridiculous! People need action, not a security handbook.
What a joke!
