All bark and no bite?

THE EDITOR, Madam:

The recent admonition by the Island Traffic Authority director that certain offenders will be specially targeted this year, is not a warning that is foreign to us, but rather, one that seems to transcend time in Jamaica. The warning was issued categorically to motorcyclists who have removed the silencers from their mufflers, and to motorists who fit their vehicles with multicoloured lights. These motorcyclists are not in hiding, but ride with the loud mufflers in and around the Corporate Area. I need not delve into the nuisance that presents from their ride into the communities at times of their liking. Additionally, some drivers retrofit their vehicles with garish lights which make driving at nights hazardous for law-abiding citizens. The multicoloured lights are blinding, especially at nights. Police officers will be armed with the new Road Traffic Act and its regulations in a matter of weeks. Will it be the ‘same old’, as in ‘all bark and no bite’? Or will the authorities enforce the act without fear or favour?
