The Senate this morning rejected a proposal that a schedule outlining exemptions from registration with the national ID system be included in the bill.
The bill states that a person commits an offence if, without reasonable excuse, they fail to register with the ID system.
The offence carries a fine of up to $100,000.
Opposition Senator, Damion Crawford, who made the proposal, argued that the matter needs clear guidelines.
