Opposition concerned about announced changes to gov't procurement process

The Opposition People's National Party says it is concerned about the announced changes to the public procurement process and its potential implications. 

In opening the Budget Debate in Parliament today, Finance Minister Dr Nigel Clarke said the Government is moving the limits required for the Public Procurement Commission's approval of contracts from $30 million to at least $60 million.

This will allow procuring entities to award higher-value contracts without external approval.

Meanwhile, the threshold below which single source procurement is permissible is being increased from $1.5 million to $3 million.

In the case of works, the $2 million threshold will be revised upwards to $5 million. 

Reacting, the Opposition said while it acknowledges the need for streamlining procedures, and using technology to aid in the county's development, there are significant worries regarding the integrity and potential for fraud in this initiative.

Spokesperson on Finance Julian Robinson emphasised the importance of transparency in government operations, particularly in procurement. 

According to him, allegations of corruption and misappropriation of public funds faced by the government compound worries about the integrity of the procurement process.

"How can we, the citizens, trust a government embroiled in integrity issues to manage procurement without proper checks and balances?” questioned Robinson.

He continued, “This government, which currently has six members under investigation by the Integrity Commission and the Prime Minister whose statutory declarations are yet to be certified, raises serious doubts about their ability to manage procurement without adequate oversight."

The Opposition therefore calls for the government to outline the mechanisms that will be in place to ensure a smooth transition to the new public procurement process as well as publish all contracts exceeding $10 million, thereby ensuring transparency and accountability.
