KSAFA punishes TG, Stony Hill, C Spring
Tivoli Gardens, Stony Hill and Constant Spring were yesterday fined and punished by the Kingston and St Andrew Football Association (KSAFA) for recent breaches of its rules and regulations.
Tivoli, who failed to show for their final-round Claro Champions League clash against Waterhouse at Waterhouse on Wednesday, were fined the maximum penalty of $25,000, and their scheduled opponents award three points and a 3-0 win margin.
According to KSAFA, no formal communication was submitted to the association by the Tivoli for their failure to show for its fixture and, as such, these sanctions were effected as per Article 7.5, 7.6, and 7.7 of KSAFA's Rules and Regulations.
Article 7.5 states: "If a club does not report for a match, except in (force majeure) circumstances recognised by the Competitions Committee; or if it refuses to continue to play or leave the stadium before the end of the match, the team shall be considered as having lost the match and three points shall be awarded to its opponents with a score of three to zero (3-0) score margin, and is fined $25,000."
The decisions were effected following a meeting of the KSAFA executive on Thursday. Tivoli was represented at the meeting by manager Brian Rose.
As it relates to Stony Hill, they were fined $25,000 and placed on probation for all competitions in the 2010-2011 KSAFA football season, for using two overage players, namely, Jamar Roy and Andrew Butler, in the Claro Under-13 competition.
A protest, according to KSAFA, was lodged by one of the opposing teams, and an investigation was launched.
The investigations then revealed that the players were ineligible to participate in the competition, as the identification cards that were used by the club for the players in question were not issued by the KSAFA.
Stony Hill were sanctioned for using the players and the tampering of KSAFA IDs under Article 17.2 of the association rules and regulations. The decision is subject to an appeal.
3-0 score margin
Article 17.2 reads: "Any team found guilty of fielding an ineligible player shall forfeit the match. Victory and the resultant three points will be awarded to the opposing team as well as the score 3-0, or greater, depending on the score of the match."
Constant Spring, on the other hand, fielded an overage player, namely, Kimo Ross, in their Under-13 match on July 7, 2010 against Red Hills.
Constant Spring were fined $20,000 and the game awarded to Red Hills on a 3-0 score margin.
Additionally, the club and player have been referred to the KSAFA Disciplinary committee for further sanction.
