Possible no-fly zone for Libya

WASHINGTON (AP):

The chairman of the Senate Foreign Relations Committee says the United States and its allies should plan for a no-fly zone over Libya.

Democratic Senator John Kerry says the no-fly zone should not go into operation without an international agreement. The Massa-chusetts senator says he does not see a no-fly zone as stepping over the line into military intervention.

Defense Secretary Robert Gates has said a no-fly zone is tantamount to going to war because it would call for attacking Libya's air defenses. But Kerry tells Face the Nation on CBS that taking out runways and airports could be an effective tactic short of what Gates described.
