Excesses at NY juvenile centres

A federal report has indicated that employees at four New York juvenile residential centers abused wards that were in their care.
The report was written by acting assistant attorney general Loretta King.
It says staff at the juvenile institutions consistently used a high degree of force, which resulted in concussions, broken bones and death in one case.
The report resulted from an investigation launched by the U.S. Department of Justice\'s Civil Rights Division in December 2007.
The New York Civil Liberties Union estimates that about 240 youths ages 10 to 18 are cited in the investigation.
