One charged in Puerto Rico gay slaying

A 26-year-old man has been charged in Puerto Rico for the slaying of a gay teenager whose decapitated, partially burnt body was found last week.



The 19-year-old college student was known as a volunteer for organizations advocating for HIV prevention and gay rights.



The suspect, whose name has not been disclosed, was arrested earlier this week and allegedly confessed to killing the student and mutilating his body.



Gay activists say they are disappointed that the suspect wasn’t immediately charged with a hate crime.



They claim authorities in San Juan have never invoked a law covering crimes based on sexual orientation.



US authorities say they were still considering whether to make it a hate crime case.
