Bharrat Jagdeo says climate change summit will fail without binding agreement

President of Guyana Bharrat Jagdeo said the Copenhagen climate change summit will be a failure if it comes up with just a political agreement instead of a binding one.
According to President Jagdeo, the summit which is now on, will also fail unless it acknowledges that even temperature stabilization at two degrees above pre-industrial levels is too high.
Mr. Jagdeo said participants of the summit also need to agree to significant financial transfers from industrialized nations to the developing world.
