Jean-Max Bellerive became Prime Minister only last November, the sixth person to hold the post in five years.
Mr. Bellerive said he understands the criticism, but says services were affected because thousands of public servants lost their lives and many buildings were damaged or destroyed.
Meanwhile, the first passenger plane to arrive in Haiti since the January 12 earthquake touched down in Port-au-Prince earlier today.
An eyewitness said the American Airlines flight from Miami came to a stop at the terminal with one of the pilots waving a Haitian flag from the window.
Air France is also due to resume flights on Friday.
The airport has been reserved for aid flights since the quake.
