Zimbabwe\'s Electoral Commission has ruled that tomorrow’s presidential run-off will proceed as planned despite the withdrawal of opposition candidate Morgan Tsvangirai, according to the panel\'s chairman.

The Southern African Development Community is warning that the violence in Zimbabwe may undermine the credibility and legitimacy of the runoff.

The group is urging Zimbabwean authorities to consider postponing it.

The communique came as former South African President, Nelson Mandela bemoaned the tragic failure of leadership in Zimbabwe at his 90th birthday celebration.
