Venezuelan parliament discusses decree law

The Venezuelan parliament has approved a law which would allow the president, Hugo Chavez, to rule by decree.
If the delegates approve the move in the second and final round of voting, Chavez will be able to pass certain laws without the need to go through parliament.
He says he has asked for the additional powers in order to fast-track measures aimed at helping those affected by this year’s devastating floods.
Opposition politicians say the proposal is an abuse of power.
The second vote is expected on Thursday.
If passed, it would be the fourth time since Chavez came to office that he’s been allowed to rule by decree.
