The European Union and Cuba have formally restored ties five years after the EU imposed diplomatic sanctions on Cuba following the mass arrest of dissidents in 2003.
The agreement was signed by Cuban Foreign Minister Felipe Perez Roque and EU Commissioner Louis Michel.
A BBC correspondent in Havana says Cuba will now receive millions of dollars in development aid.
A joint declaration by the two countries calls for respect for Cuba\'s political independence and non-intervention in its internal affairs.
According to Commissioner Michel, the Cubans have agreed to resume a political dialogue, where no subjects will be taboo.
