Headless Haitian found in Dominica

Police in the Dominican Republic are investigating the decapitation of a migrant from Haiti.



The police said residents in Santo Domingo told them that the victim had killed a local merchant.



They say they are investigating whether he was killed in revenge.



The Foreign Ministry has described the killings as domestic, while Haitian officials have called the migrant\'s killing barbarous.
