Pakistani authorities have arrested leading militants following the Mumbai attacks but say they will not hand them over to India.
Defence Minister Ahmad Mukhtar said the founder and commander of a leading militant group have been held.
Pakistani President Asif Ali Zardari said peace talks with India must proceed to thwart the designs of the terrorists.
He said Pakistan is committed to the pursuit, arrest, trial and punishment of anyone involved in these heinous attacks.
Tensions between the countries have been rising steadily since the attacks last month, which left at least 170 people dead.
