FSC regulator joins Scotiabank

George Roper, former deputy executive director of the Financial Services Commission (FSC), has joined the Scotia Group Jamaica team in a senior capacity as vice-president of compliance operation.

Roper's appointment was announced by the bank on Monday, but was said to have taken effect in September.

Scotia also announced that Wayne Hewitt, a senior vice-president, whose responsibilities straddle corporate and commercial banking, is headed for Canada this week on secondment to the parent company in Toronto. Such postings are a regular occurrence in the Scotiabank as part of its succession planning.

Hewitt departs on November 12.

Roper, who was seen as second in command at the FSC, resigned that job on August 31. He has been with the financial watchdog since 2001, during which period he ran the agency as acting head for 10 months after Brian Wynter left to take up a posting in Barbados. The job eventually went to Rohan Barnett.

FSC is not a commercial bank regulator, but it is overseer of investment houses and securities traders that are integral operations of several banking groups.

Direct responsibility for the securities sector

Roper had direct responsibility for the securities sector during his time at the FSC.

His position at the agency is still to be filled, Wednesday Business was told by communications manager Nadene Newsome.

Scotiabank is also to decide who will take over Hewitt's responsibilities while he is in Toronto.

The banker, who has more than 17 years of experience in banking, risk management and treasury, has been with Scotiabank since 2003. His was named senior vice-president for corporate and commercial banking in June 2009.
