JCF announces new head of CISOCA, other transfers

Eight years ago, Gladys Brown had to fight like a Trojan to defend her life from a knife-wielder who attacked her during an attempted robbery in downtown, Kingston. A detective sergeant of police then, she was stabbed several times and had to be hospitalised.

Since then, she has been called to the bar and climbed to the rank of superintendent. She is one of nine senior officers who have been reassigned by Police Commissioner Owen Ellington.

Brown was the legal adviser at the Bureau of Special Investigation (BSI), which probes fatal shootings by members of the security forces. She has been given the challenging task of heading the Centre for Investigation of Sexual Offences and Child Abuse.

The other transfers include Superintendent Michael Hugh Phipps, a son of St Mary, who came through the ranks of the Criminal Investigation Branch (CIB). He will take over the downtown Kingston-based Major Investigation Task Force, from Senior Superintendent Chippa Grant, who is to go off on pre-retirement next month.

Another bright prospect of the CIB, Superintendent McArthur Sutherland, leaves the Organised Crime Investigation Division (OCID) and heads back to the St Andrew Central Police Division, where he was once the crime officer.

Superintendent Leon Clunis has been transferred to Mobile Reserve from OCID, Superintendent Cleon Marsh leaves the Police Training Branch for the CIB headquarters. He will replace Superintendent Michael Ellis who takes over from Phipps at Area 4 headquarters.

In St James, Superintendent Beau Rigabie takes up his new post at the ports. He is being replaced by Superintendent L. Rhooms.

Superintendent Glenford Hutton moves from Mobile Reserve to Protective Services. Deputy Superintendent Carol McKenzie has been reassigned to Mobile Reserve.
