INDECOM misguided

THE EDITOR, Sir:
With reference to the article titled '66 shot, 34 fatally, by security forces between Jan and Mar 2018 - INDECOM', published on Thursday May 17, 2018, I ask the following questions:
1. Isn't the mandate of the Independent Commission of Investigations to investigate allegations of police abuse and excess?
2. Is it realistic for INDECOM to seek to achieve a decline in the number of fatal shootings?
Given that one cannot project when a suspect will decide to engage officers of the law, I believe that INDECOM is seriously misguided in this approach. This is not a financial entity, where risks and gains can be accurately predicted and planned for.
