Immigration Corner | Caregiver programme to gain permanent residence
Dear Miss Powell,
I have a certificate as a practical nurse and I work at a nursing home in Jamaica. I have a sister living in Canada and she told me that there is a live-in-caregiver programme that I could apply to. Can you tell me about the programme and how I can apply? Thank you.
FN
Dear FN,
The Live-in Caregiver pilot programme is currently closed. However, Canada has recently announced that they are introducing the New Home Care Worker Immigration Pilots, which will open on March 31, 2025. It is expected that these groundbreaking pilot programmes will be aimed at providing a direct pathway to permanent residence for live-in caregivers.
The new Home Care Worker Immigration Pilot has replaced the previous Home Child Care Provider and Home Support Worker pilot programme. Under this new programme, the application process is streamlined so that qualified foreign caregivers can now obtain permanent residency upon their arrival in Canada. This is a significant new development, as qualified applicants can become permanent residents and have access to benefits more quickly than under previous programmes.
ELIGIBILITY CRITERIA FOR THE NEW PROGRAMME
Caregivers who can secure a full-time job offer from a home care employer, such as an agency, healthcare institution, or private employer, can apply for permanent residence immediately. Applicants must meet specific criteria, including having recent and relevant work experience in the home care sector, achieving at least Level 4 proficiency in either English or French on the Canadian Language Benchmark scale, and holding a minimum of a Canadian high-school diploma, or an equivalent credential from their home country. This means that applicants will need to have an educational credential assessment report if their education is from a school outside of Canada.
BENEFITS OF THE NEW PROGRAMME
One of the key benefits of the new programme is its simplicity and efficiency. Caregivers no longer need to navigate complex immigration processes or wait for an extended period of time to qualify for permanent residence. They no longer need to wait until they have Canadian work experience before applying for permanent residence. Instead, they can start their new lives in Canada with the assurance of permanent status, allowing individuals to focus on their work and integration into their communities.
APPLICATION PROCESS
To apply for Canada’s new Home Care Worker Immigration Pilot, you need to first secure a valid job offer. The job offer must be for a full-time position from a home care employer, such as an agency, healthcare institution, or private employer. Next, you must be able to meet the specific criteria to accept the job. That means that you must have recent and relevant work experience in the home care sector. You will need to provide letters of recommendation and/or proof of valid work experience and proof of education, based on the job being offered.
Once you have all the necessary documents, such as proof of work experience, language proficiency test results, and educational credentials, then you may submit your application through the Permanent Residence Portal when the programme is open.
If you need assistance with the application process, I recommend that you contact a Canadian immigration lawyer to assist you with the application. Your lawyer will first check your documents to ensure that you meet the criteria, then apply on your behalf. Furthermore, your lawyer will monitor your application with the government and respond to any requests or queries for the immigration authorities on your behalf.
