Operations at a 12-million-barrel oil-storage terminal in the Dutch island of Bonaire remains closed, after it was shut as a result of a fire earlier this week.
Venezuela's state-run oil company uses the site to mix and ship crude to China and the US.
Lieutenant Governor Glenn Thode said firefighters did not have enough foam to extinguish the 200,000 barrels of highly volatile petrol that caught fire in an electrical storm on Wednesday.
He said they have decided to let the blaze burn itself out.
Meanwhile, the government in Bonaire says it is worried about damage to the island's ecosystem from gas and chemicals released by the blaze.
