Guyana\'s aviation minister Robeson Benn said the ongoing strike by air traffic controllers is illegal.
Their action has forced the closure of the Cheddi Jagan International Airport for two nights.
The workers said they are owed retroactive overtime payment on salary scale adjustments and a 10 percent pay hike for last year.
The government said it cannot meet their demands, because it needs to upgrade airport safety equipment.
Mr. Benn has called for the intervention of the labour ministry, to get the workers back on the job before negotiations continue.
