The European Union member states say they are ready to help resettle detainees freed from the Guantanamo Bay prison camp in Cuba.
A joint statement by Brussels and Washington said the Union backed the decision by the United States to close the detention centre.
Union members also say they would cooperate with plans to receive the detainees.
The statement also said Washington would share with EU members information about cleared detainees, as well as the costs involved in receiving them.
The EU says by supporting the US in closing Guantanamo, it hopes to contribute to changing US policies and relations.
