Horace Chang | Jamaica’s pivot to achieving sustainable peace
Jamaica is at a turning point in its quest for sustainable peace and security. Our nation is renowned for its resilience, creativity, and global achievements, yet we continue to grapple with the harsh realities of crime and violence that undermine our social fabric and economic development.
As minister of national security, I reaffirm our steadfast commitment to achieving sustainable peace through the relentless pursuit of those who seek to disrupt the harmony of our society and spread mayhem.
Our mission is clear: no criminal should find refuge or support in any community across our island. Enduring peace requires all law-abiding citizens to break the culture of silence and actively contribute to the fight against crime and violence.
COMPREHENSIVE APPROACH
In 2016, the Government made national security a top priority, marking the first time it was being addressed holistically as a central policy. This evidence-based, structured approach to crime reduction has yielded significant progress and laid the foundation for long-term change. Key elements of our programme include:
1. Modernisation infrastructure: Through initiatives like Project ROC, we have equipped the Jamaica Constabulary Force (JCF) with state-of-the-art facilities to ensure our officers operate in modern, purpose-built environments.
2. Enhanced communication and technology: Upgraded telecommunications infrastructure now provides reliable P25 radio coverage islandwide. We have also digitised and automated key processes within the JCF, increasing efficiency and improving service delivery.
3. Expanding human resources: Since 2018, approximately 6,000 officers have graduated from our expanded training facilities, which now include three additional campuses. The JCF has reached full establishment, which has allowed the Force to bolster its specialised units such as Operational Support Teams (OSTs) and Area Fugitive Apprehension Teams (AFATs) and expand the Criminal Investigations Branch (CIB).
4. Social investments: Recognising that crime prevention starts in the community, we have invested heavily in social programmes targeting vulnerable areas, addressing the root causes of crime and fostering a culture of hope and opportunity.
DISRUPTING CRIMINAL NETWORKS
The intensified efforts to dismantle criminal gangs and target high-risk offenders are yielding results. With a deliberate focus on conflict monitoring and evidence-based investigations, robust case files are being built to ensure successful criminal prosecutions. The expanded manpower and enhanced technology, including the JamaicaEye network of surveillance cameras, are critical in identifying, tracking, and apprehending those responsible for carrying out criminal activities.
This relentless thrust to bring offenders to book has shown promising outcomes. At the end of 2024, Jamaica recorded a 19 per cent reduction in murders compared to the previous year, with 1,141 cases — a significant improvement from the peak experienced in 2017. While we acknowledge that much work remains, these statistics reflect a clear downward trend and reinforce our resolve to push further.
STRENGTHENING THE WELFARE OF LAW ENFORCEMENT
Our commitment to the welfare of law enforcement personnel is unwavering. Since 2016, recurrent spending for the JCF has increased by 146 per cent, with significant investments in compensation and training. We understand that a motivated and well-equipped police force is essential to maintaining public safety and building trust with the communities they serve.
ADVANCING TECHNOLOGY
Looking ahead, we are on the verge of significant transformative advancements in our crime-fighting capabilities. The proposed C5 Centre will integrate communications, computing, and cybertechnologies into a cutting-edge command and control facility. This initiative, coupled with ongoing investments in training, technology and infrastructure, will position the JCF as one of the most modern and efficient forces in the region.
ROLE OF COMMUNITIES
However, building a safer Jamaica requires more than just advanced technology and the sterling efforts of our security forces. Achieving sustainable peace requires the active involvement of every Jamaican. Communities must unite to reject the normalisation of violence and the influence of criminal elements. Crime cannot flourish where there is collective vigilance and a commitment to doing what is right.
No longer can we afford to turn a blind eye or provide shelter to those who disrupt our peace. The time has come for communities to be resolute in their stand against crime, ensuring that law enforcement is supported and criminals are denied the safe havens they seek. Together, we will forge a future of peace and security for all.
THE WAY FORWARD
The efforts outlined above have collectively contributed to reducing killings and saving over 260 Jamaican lives in 2024. They are the driving force behind us experiencing the safest and most peaceful Christmas season in over two decades, as well as a December that recorded the lowest monthly murder count in 10 years. These achievements underscore our unwavering commitment to the safety and well-being of every Jamaican.
While the Opposition may attempt to cast doubt on these accomplishments, the evidence speaks for itself. This is the work of the Government, which is a testament to our dedication and resolve. And, while we celebrate these milestones, the mission continues. There is still much to be done, and we remain steadfast in our pursuit of a safer and more secure Jamaica.
To the law-abiding citizens of Jamaica: our mission is your mission. Let us stand united in creating a Jamaica where criminals find no solace, no refuge, and no support. The journey toward sustainable peace is neither easy nor immediate, but it is both achievable and absolutely necessary.
