Spanish Town tribal states?

THE EDITOR, Sir:

NOW THAT the Spanish Town 'dons' are at their first summit with our security forces, the question being asked by many is, who is in charge of Spanish Town tribal states?

With no public agenda of their meetings and uncertainty of the time of return of the dons, how long will the thriving and profitable extortion activities continue? It is no secret that the state, run by the Clans tribe, benefits from the businesses that blend well within the orbit of the centrally located bus terminus.

For many years, the St Catherine Parish Council failed to collect any revenue from the commercial and transportation activities that continue at the Clans-based bus terminus. So often the council blame the police who are located just yards away from these illegal activities saying it is a "police matter" while the police blame the council for poor municipal planning. Just recently, the police superintendent boasted publicly of eliminating extortion in Spanish Town.

The questions that therefore need to be answered are:

1. Which agency owns the land used for the main bus terminus in Spanish Town?

2. Is it leased and to whom?

3. What are the annual returns and are tax obligations being fulfilled?

4. Is the St Catherine Parish Council responsible for the operation of all target action that is needed now in Spanish Town?
