Does size matter?

THE EDITOR, Sir:

In the recent announcement on the ban on single-use plastic bags ('scandal bags'), emphasis is placed on plastic bags measuring no more than 24"x24". So by this prohibition stipulation, are we to believe then that bags which are marginally bigger - for example, bags measuring 24"x25" or 241/4"x241/4" - are not banned for that matter?

This bit of legislation seems bereft of serious mental synthesis. The enforcement should not be solely about size. More so, it should be about the proper disposal of these bags.
